OCSS Director
Office of Child Support Services

Job Description

The Georgia Department of Human Resources, Office of Child Support Services, is seeking highly qualified executive candidates for the Director of Child Support Services.
Georgia’s Child Support Services program provides resources to ensure parental obligations for child support are met that will result in the well being of children and the self-sufficiency of families. OCSS promotes family stability based on the fundamental rights and needs of children.

Under broad direction of the Deputy Commissioner of DHR, the Director is responsible for the strategic planning, programmatic and fiscal operation for the Office of Child Support Services (OCSS), throughout Georgia. This includes 13 Regions with about 1,200+ employees and a $70,000,000 budget. The Director will oversee planning, competitive contracts processes, budget management and evaluation of services. Additionally, the Director will manage the human resources, budget, and other related administrative functions of OCSS. As requested, the Director will lead and/or participate in local and statewide projects and community initiatives that will strengthen families.

The Director is expected to create and maintain a high performance environment characterized by positive leadership and a strong team orientation. This will include guidance, oversight and monitoring to regional and county staff in service areas to ensure that OCSS programs are properly administered and in compliance with current laws, rules, and regulations.

This position requires significant interaction with elected officials. The role includes evaluation of proposed legislative and/or regulatory changes to determine impact on the division's programs and operations and may require identification and/or draft of potential changes to laws, rules, regulations, and/or guidelines.

Qualifications
Candidates will possess a Master’s degree in Business Administration, Social Work, Public Administration, Juris Doctor or a related field and 5 years or more of executive level experience in a human services or business including management of large, complex organizations.
Preference will be given to candidates, who in addition to meeting the qualifications listed above, possess one or more of the following:
  • Significant experience in leading a large organization
  • Considerable experience with business operations
  • Experience in competitive contract processes
  • Knowledge of trends in the Child support Services field
  • Experience in a Child Support Services program or similar environment
  • Experience interacting with elected officials
  • Superior verbal and written communications and public speaking skills
  • Experience with business practices, performance management and Technology
  • Significant knowledge of Information Technology processes
  • Knowledge of Strategic Planning
