Description |
| The Georgia
Department of Human Resources (DHR), is seeking a qualified candidate
for the position of Director-Office
of Financial Services. |
|
This position reports
directly to the Deputy Commissioner, Chief Financial Officer. The
incumbent will direct state-level departmental complex accounting
and payroll functions, contracts management and managing Federal
funding sources. Responsibilities will include directing and managing
accounting managers, a large number of professional accounting/payroll
staff and a medium-to-large number of technical and clerical/secretarial
subordinates.
The incumbent will direct the recording, maintenance, reporting
and control of agency revenues and expenditures. Additionally, the
role will include establishing/implementing departmental accounting
policies and procedures in accordance with statutory and professionally
accepted standards. Responsibilities include providing accounting
expertise in departmental strategic planning and program design
processes, interaction with agency administrators and staff, professional
accountants, auditors, vendors, state accounting office and financial
institution officials on accounting and fiscal related matters.
Monitors and evaluates accounting trends and innovations and implements
improvements in the department's accounting practices.

| Qualifications |
The ideal candidate for this position will have:
• 10 years executive experience in financial management
at a large government or private sector entity
• Advanced degree and/or recognized independent
certification in fields such as Accounting, Financial & Grants
Management, Finance, Business Administration, Economics, Public
Administration or Information Systems
• Demonstrated ability and experience in
accounting, budget execution, financial and management analysis,
managing Federal funding and systems development
• In-depth knowledge of complex budgets;
cost allocation; large automated financial systems; payroll; and
reporting concepts and principles; performance measurement; internal
management control and accountability processes; and experience
with governmental budgeting is desirable

o Demonstrated ability to achieve organizational objectives by
creatively managing and motivating staff
o Demonstrated ability to build strong relationships and effectively
communicate

o Demonstrated ability to utilize human, financial, material,
and information resources in a manner that instills public trust
and accomplishes the organization’s mission, and to take
advantage of new technologies to enhance the effectiveness of
decision making

In addition
to a competitive starting salary between $95,000-$110,000
(based on experience), we offer a generous
