Cost Allocation Manager
Office of Financial Services

Job Description

The Georgia Department of Human Services, Office of Financial Services (OFS), is seeking qualified candidates for the position of Cost Allocation Manager.

The Georgia Department of Human Services,(DHS) was formed in July 2009 as part of the reorganization of the former Georgia Department of Human Resources, which had served Georgia since 1972. DHS delivers a wide range of human services designed to promote self-sufficiency, safety and well-being for all Georgians.
The department is one of the largest agencies in state government with an annual budget of $1.8 billion and 10,000 employees. DHS is comprised of 3 Divisions and 7 Offices.

This position is responsible for the development, maintenance, approval, and execution of the DHS Federal Cost Plan. The Cost Plan enables DHS to claim Federal reimbursement for all qualified and non-grant specific expenses such as the department administration and some IT costs.

The position also supervises the Random Moment Sample System which collects activity information and translates the data collected into statistics to be used as a basis for the Cost Allocation process.

In addition, the position maintains the process for establishing and updating PeopleSoft hierarchies or tree structures for all accounting codes.

Finally, the Cost Allocation Manager is expected to be a key contributor and advisor for the agency’s accounting decisions and the operations of OFS. Expert accounting knowledge, efficient data mining skill, strong analytical ability, and results oriented supervisory experience are all critical elements for success.

Qualifications
Completion of a Bachelor's Degree in Accounting or Finance, AND Four years of professional level experience in accounting and/or a closely related fiscal activity, two of which must have been in a supervisory, administrative or lead worker role
Preferred Qualifications
Preference will be given to candidates, who in addition to meeting the qualifications listed above, possess the following:
  • Proficient use of Microsoft Office Applications (Excel, Access, and Word)
  • Experience with PeopleSoft financials application
  • Excellent verbal and written communications skills

Note: Current state employees are subject to the statewide salary plan administration practices. This position is a pay grade 19 on the statewide salary plan.
